That doesn't have much anything to do with the typical definition of p4p. p4p is measuring accomplishments of fighters and paying no attention to weight classes, not the more magical 'if these two fighters fought, who would win.' p4p is usually very much a snapshot of recent accomplishments. Breen looks at the last 3 years specifically.
