The article (in a round about way) basically points to the fact that the MMA lobby is simply too small and weak in Canada.
Canada, The USA, or any capitalist society is run by lobby groups. I know there was an article a while back that had Dana pushing for the UFC to come to Toronto, and if Zuffa puts some real cash in to it, then there is a chance. Until that happens, redtape galore. That and Capt. Fuck Face Hayashi.
I also took some time to call him, and he explained why it was illegal (across Canada for that matter) but the more I researched, and with some help from the Sherdog community, Hayashi's boat suddenly started to sink cause of all the holes that were in his logic. The last nail was finding out he owns a bunch of Dojos.

The reason it's illegal across Canada is due to a section in the Criminal Code that states it's illegal to have a prize fight unless its sanctioned by an athletic commission. Or something like that.
Edit: here it is:
Engaging in prize fight
83. (1) Every one who
(a) engages as a principal in a prize fight,
(b) advises, encourages or promotes a prize fight, or
(c) is present at a prize fight as an aid, second, surgeon, umpire, backer or reporter,
is guilty of an offence punishable on summary conviction.
Definition of “prize fight”
(2) In this section, "prize fight" means an encounter or fight with fists or hands between two persons who have met for that purpose by previous arrangement made by or for them, but a boxing contest between amateur sportsmen, where the contestants wear boxing gloves of not less than one hundred and forty grams each in mass, or any boxing contest held with the permission or under the authority of an athletic board or commission or similar body established by or under the authority of the legislature of a province for the control of sport within the province, shall be deemed not to be a prize fight.

Very aware of Section 83...that said, it's open to interpretation by each Province which is why Quebec fucking rules (except for the separatists).

Can't really add anything insightful to this conversation, but Hiyashi(sp?) is a douche and will always be a douche.
I am a little happy about this though, because now #1 on second Canadian city to host an MMA event has to be either Edmonton or Calgary. Preferably Calgary, cause until Vancouver un-bans it and Ontario allows it Calgary is definitely the next best option. Hey Dana, lots of rich oil workers here ready to fork over big dough
Still though, that sucks for Ontario

Calgary, well Alberta in general has a very good MMA audience, plus you can draw from Northwestern States, BC, and Saskatchewan it would be a great crowd. I think it would be a wonderful atmosphere in Calgary, maybe not to the level of Montreal but that event did have a lot going for it (first event in Canada + GSP fighting + it being for the title)
Oh and Alberta isn't just full of red-necks, we have our fair share, but not as much as people think. Hell Calgary just got ranked by Macleans as the like #3 smartest city in Canada, and having the #1 culture(arts,museums and such) in Canada
