Well, if he was in the UFC and beating the best UFC fighters, yes, Dana would sell him as the best fighter, of course. Dana has said his problem with Fedor is that he isn't constantly fighting the best talent. I don't think Fedor has ever said he isn't talented. He said Couture would smash him and he isn't the #1 HW.
