Matt Hughes is a wrestler and Royce Gracie is not. Wrestling is a different discipline of grappling from BJJ. Generally, wrestlers are MUCH better at taking down someone, as it is an important part of their sport. As such, they are very good at defending takedowns. Royce Gracie is a GJJ/BJJ guy and is not known for his takedowns. Takedowns against a competent requires a lot of skill. Royce's takedowns worked against untrained, unskilled and/or surprised opponents in the early days of the sport but nowadays is unimpressive.
In short, Royce could not take down Matt Hughes if Hughes did not want to be taken down. Hughes is much better at controlling where the fight takes place, standing or on the ground, than Royce. Royce, along with every other person with a modicum of knowledge of the sport knew this long before the fight happened. This is why he didn't just "rush" and "tackle."
