Because Chuck has fought and beaten top ranked fighters, babalu, tito and randy. So until Aoki beats a top ranked WW it'll be hard to rank him.

i dont think he could compete with BJ, hughes, and GSP, a fight withan established WW would make the argument clear or null, since he only has 8 fights i dont think his skill level is gauged very accuratelly by most.
