How do you post a forum?
How do you put a pic under your belt?
How do you have a note under when you reply to a post. EX My top 10?????

You have to have a certain number of posts. I think it is like 350+ or something. I am a noob too.

How do you post a forum?

You can't post a forum. Not even mods can post a forum. You need admin privileges to be able to do that. But, if by forum you actually mean 'poll', then you need to be a Platinum member to be able to post polls. Platinum membership info is here: http://www.sherdog.net/forums/payments.php

How do you put a pic under your belt?

You need 250 posts before you can have a picture (avatar) under your belt, which you have. So you can go to User CP > Edit Avatar and configure your AV.

How do you have a note under when you reply to a post. EX My top 10?????

That 'note under' is called a 'signature'. Go to User CP > Edit Signature and type in what you want.
