It should be located under "Additional options" (located under the name text box; click the '-' sign on the right side to open it up if it isn't already) as there is a "Yes, post a poll with this thread." checkbox you need to check and then you can type in the number of poll options (1-10).

i opend up additional options but there was no box there indicating a poll..do you need to be a paying customer?

There may be a belt/post and/or time restriction on starting polls then, I don't know. Sorry I can't help you more.
