How do you post forums?
You can't post a forum. Not even mods can post a forum. You need admin privileges to be able to do that. But, if by forum you actually mean 'poll', then you need to be a Platinum member to be able to post polls.
How do you put a pic under your belt?
You need 250 posts before you can have a picture (avatar) under your belt.
How do you have the writing come up under when you say something on a forum. EX: My top 10.?
That writing is called a 'signature'. Go to User CP > Edit Signature and type in what you want.
