Heavy Bag hardness

I just hit the heavy bag they have hung at my gym (weights gym/fitness club), and something felt very wrong, it was soft as hell and even when I got a bit lower it was light as hell still , it was a thai bag that was only strong at the bottom.
should this bag be hung higher so that I can hit the hard part or is it normal to hit the soft part or will I mess up my tendons by not hitting something that is that solid?

sounds like they got a crap bag and probably filled it themselves. I would mention something to them about it. How long is it? Does it almost touch the ground? I doubt they should raise it.

i think he is saying that the heavy bag is too soft not too hard.
