It depends on your goals. If your top priority is to cut weight, I'd skip the milk. If your top priority is performance gains, I'd use the milk because the carbs will help with recovery. Neither option would be my top choice of PWO drinks but my goals may not be similar to yours either. If you want more information on recovery drinks just search the forum... this has been beat to death and we have threads up the ass in regards to workout drinks and recovery.

milk has casein protein which digests slowly so would it slow down the whey protein digestion as well if they are mixed together compared to whey being mixed with plain water?

According to the information below, no. I attempted to find the actual study but I could not locate it... so take it for what you will.

Milk protein is composed of 80% casein and 20% whey. Milk is interesting in that, believe it or not, the whey and casein fractions are absorbed separately. In one study, subjects consumed skimmed milk and were evaluated over the course of eight hours. With milk-protein ingestion, there's a rapid rise in blood amino acids within one hour (probably as a result of the whey fraction), a plateau from one to three hours (a combination of simultaneous whey and casein absorption), and then there's a progressive decline over the course of the next eight hours. However, blood amino acids are still elevated at the eight hour point as a result of the casein fraction. (5).
