I bought one about 4 years ago. I use it to supplement bodyweight exersizes and plyometrics. It brought burpees to a whole new level of projectile vomitting. I would not recommend running with it.

They are very expensive (around $150-200). You can usually find an old PASGT flak vest for about $20 on eBay. The PASGT flak vest weighs about 10 lbs and you can always double them up if you need more weight.

ddue just make your own sandbag(use the search function). attach it to a backpack then there you go, a weigted vest that costs a LOT less than the branded ones.

There's a guy on Ebay selling 10 kg (22 lbs) weight vests with a £9.00 starting price and £6 postage. I bought some Tanita Scales from him:

As someone already pointed out, weight vests are not good because they compress your spine. Try a weight belt instead.

Be careful with any home made items. They aren't balanced and can put undue strain on certain joints and muscles. That being said....I use something similar when I do my calf raises. I would go with a belt if anything.

How is a measly 10 kg distributed around the trunk of your body going to cause spinal compression?
