It depends how you cut weight and on your body type.
Weight cutting is very idiosyncratic. You have to find the timing that works for you. People who aren't used to cutting weight don't have the timing down and can end up forcing themselves to sweat off too much weight at a late stage.
Ideally, your proper weight cut (after you have slimmed down during training camp) starts 2-3 days before weigh ins. You change your food and water intake in a way that promotes lower levels of intracellular water retention. You also, obviously, eat less in the 24-36 hours prior to weigh ins. If you can manage this precisely, you should lose enough water during the course of normal workouts to make weight easily. If you misjudge the chemistry, you end up being forced to sweat off extra pounds while you are already dehydrated fatigued from fasting.
People used to weight cutting also know how to replenish their body efficiently after the weigh ins.
