Shoulder conditioning?

When doing heavy intensity bag work it seems like all my conditioning and quirks are manageable except for the lactic build up and burn in my shoulders. Not just from throwing hundreds and thousands of punches, but just from keeping my guard and hands up high in my traditional stance to protect my face. I even often switch stances and even adopted a hitman stance to counteract the fatigue on my shoulders. My legs always stay strong, but for some reason my shoulders fatigue, even when experiencing oxygen debt it is usually my shoulders that fatigue, I rely almost all of my punching on my core/hips during this time, as I can't arm punch (lead jab much) after 3-5 or so heavy rounds. I can throw high kicks yet and even when gasping can manage some solid footwork...my legs feel relatively fresh, it is my shoulders that make me sloppy. It seems they never get a rest. Any suggestions for muscular endurance and shoulder conditioning?

It appears to be bottle necking my tank. Thanks.

This happened to me often when I first started training striking, it still does to a point. I train with 16oz gloves when doing mitt and bag work, I think this has helped. Some trainers suggest using small weights(1-3lbs) and shadow box with them in your hands, I personally haven't tried this but have thought about implementing it. If you don't already, use heavy gloves when training. How long have you been training for?
