Need help with last bit of conditioning

Alight, I've been back in the gym since late November. Everything's been going real good but I've reached a huge block. I'm at a point where I don't want to lose anymore weight but I can't get rid of the last bit of body fat under the navel. I look fine when standing up, but there's that freakin pudge when I sit down that I hate and can't get off of me.

Right now I do cardio 45 min x5 days/week. Elipsis, heavy bag, jump rope
Weights 3 on 1 off, lifting in the 8-10 rep range.

Question: Should I up the cardio to 60 mins x 5 and continue with my weights as is or should I increase the weights and put my rep range to 5-6 reps to build muscle and decrease my cardio for awhile? I'm stuck at this point and just need a little advice of which way to go.

Before you ask, my diet is solid but not fanatic. Lots of tuna, spinach, fruits, chicken, and protien bars... lots of water. Man, summer is coming and I want all this hard work to pay off in the end.

Keep plugging away, it has only been 12-16 weeks! Keep in mind some bodies do not respond like others'. Almost sounds like you are over-training.

keep in mind a lot of guys who sport the ripped abs and do the bodybuilding workout use supplements to cut water and that last little bit of fat right before their show. If you're adding muscle, you'll probably walk around with a smoother look, and a little bit of fat on the belly...unless you're normally a skinny guy. check out bodybuilding.com for some "pre-show" tips.
