Let me draw a tangent here. I grew up skateboarding. The courthouse in my town had many different things perfect to skate (smooth ground, stairs, ledges, drops, handrails, etc.). Everyone that skateboarded in my town or neighboring towns would try to skate there all the time and we'd get busted. Do you feel we should have been allowed to? The courthouse wasn't made for us to skate at, just like the playground isn't made for a workout.

Two different scenarios, and heres why. If you have business at the court house, you HAVE to go to the courthouse, so skateboarding kids are seen as a nuisance (not saying they are) by the people who HAVE to be there. On the flip, a parent is going to the park with kids in tow, and spys some dude making the slide his bitch and goes "Hey kids, how about some ice cream, somewhere else." My point being, maybe we didn't see any kids there because they weirded the kids/parents out.
I agree that parks are public places, and as such we can't technically do anything about this, nor are these people doing anything illegal. However, here in St.Louis, most of our parks have exercise areas in them with bars of various heights, running trails, and one I know of has a climbing rope, and a full obstacle course. I care more about seeing kids outside playing, having put down their ps3, than I care about some guy who wants to start a guerilla playground workout movement.
