It's a workout program. There's no mystery about it. It combines all facets of fitness, conditioning, resistance training, stretching etc.

"Anyone know what the heck this is" meaning "is this basically just what you find in the training forums here packaged together?".

Not really, it's a basic resistance/conditioning/stretching routine packaged together in an easy to use format. You could put together something like this yourself, but some people need to be told exactly what to do so they look for stuff like this. It's randomized a la crossfit to prevent stagnation and it looks like it's cycled as well.
The difference between that and the stuff you find here is that we here know there isn't a "one size fits all" approach to fitness.

I've seen the infomercial and found it quite funny when they say it's a simple 1 hour program done 5-6 days per week. So basically you're working out a lot and the results show.

I'd never heard of this one until today. When I first saw the link I figured it was another Matt Furey "I don't eat chicken because they are weak animals, watch my fat melt off like butter" program.

I'd like to get something like this for my fiancee. She doesn't have time to go to the gym and I know she wants to start working out again.

I'd never buy anything that has 3 easy monthly payments out of principle.
What about this?
New Rules of Lifting for Women
