Low Stress Upper Body Work

I have back problems and have to keep my workouts to low stress, yet I want to build my shoulders and chest. Right now I use an elliptical machine 30 mins a day for cardio which is easy on my back at low levels. However what upper body workouts can I do that is easy on my back. Push ups and chin ups are out. Is there any type of device I can use to sit down in my chair and build my shoulders/chest?

This might be better off in S&P

We need a bit more info before dishing out advice:

How is you back injuried?
Is it an upper or lower injury? Acute or chronic?
Have you seen a physio or chiro?
Why do you think you need to work your shoulder and chest when you back is the weak link?
