You get used to it. Humans survived the last ice age, most people should do well enough jogging in chilly weather. Usually it's the transition from a warm house to the cold outdoors. Warm up a bit, breath through your nose as was mentioned, and give yourself a bit of time to get used to it.
I prefer running in the cold, and I have asthma. I found humidity affects asthma and lung capacity far more than the cold.
