Brad Morris is right, the literature suggests that "Live high, train low" is the optimal strategy, because living at altitude causes you to produce more red blood cells, and working at low altitude allows you to use more oxygen and work harder. So, live anywhere up high where you can get somewhere low to work out. I personally distrust an $5000 piece of equipment that promises to take oxygen out of my air, even though Nike built a house for distance runners to live in that does the same thing.
