Is taking a week off too much?...and how long is too long?
I have been lifting for about 6 months straight only taking two to 3 days off at the most...I have had very good results but over the UFC104 weekend I did not workout and then took the whole week off...I am about to go back to the gym tonight but I feel like I have lost so much...did I really?

no. In fact you may find you've gotten stronger. a week is nothing.

No, it takes longer than a week for detraining to set in. Also, strength is one of the things that takes the longest to deteriorate.

From Practical Programming, p. 222 Figure 8-4. The continuum to adaptation persistence. From left to right, hypertrophy, strength, muscular endurance, power, technique, cardiovascular endurance. "Cardiovascular persistence is the least persistent, hypertrophy is the most persistent. Significant loss of VO2 max (cardiovascular endurance) can occur in a matter of days, where the significant decay of added muscle mass (hypertrophy) may take many weeks or months following cessation of training."

I know this will spark an endless debate, but what is rip talking about when he separates "strength" and "power?"

I take every other week off due to my job and still make steady gains.
(Just to provide an extreme case scenario)
The biggest thing is just to make yourself get back into it. The best time off is usually planned time off.

Strength refers to the force produce by maximal contraction of said muscle fibers, and power is a statement about how quickly you recruit said muscle fiber.

I find my squat and deadlift form gets terrible after taking a week off, but the actual strength is still there.
