I agree the abs are one muscle.
Biceps is one muscle too. However you can do some exercises which are felt in different part of the biceps.
You can do exercises that are felt in different parts of the abdominals.

not that i want to go against the flow of opinion here, but when i do leg raises, i feel the burn in the lower part of my abs and when i do crunches/sit ups i feel it more in the upper abs.

I'm alkmost certain that what you're feeling is either working surrounding muscles (like hip flexors) or strain on connective tissue. Suggesting that you can work part of a muscle is like saying that arm blaster curls will give you a better peak in your bi's. the muscle contracts as a whole, or does not contract, it's really almost that simple. However, you can isolate heads in some instances. Tate presses work 2 of the 3 tricep heads because anatomically speaking the third head isn't able to contribute to the movement due to the position of the upper arm.
