Being in the Olympics changes everything. Rules are changed not only to keep the IOC happy, but because different countries have different strengths, and want that reflected in the rules so that they will bring home more Olympic metal ... sports become very political. You see this in not only the combat sports, but also in quite popular Olympic sports like figure skating which have no attendance problems.

Most old time judo people wish judo had never become an Olympic sport, and every time the IOC threatens the IJF half the judo people get quite hopeful ... it really has been a disaster for the sport. A lot of old time wrestlers are beginning to think wrestling would be better off outside the Olympic as well.

(This is just for Adult BB division. They're have been plenty of others who have won gold at different divisions.)

Would be cool if they pick it as an exhibition but I have heard that surfing is pretty big in brazil. I wouldn't be surprised if the rules look less like black belt (ibjjf) and more the yellow belt.

Not sure if the 2020 Olympic sports are agreed upon already but my guess is we won't see submission grappling for a long, long time. In fact, I think we'll see marijuana legalized in the US before we see sub grappling in the Olympics.
