Here's the thing though. I have been doing no gi grappling for a lot longer than I have been doing Jiu jitsu. When I enter tournaments I go in at the highest level I can, and I do okay.
When I enter gi competitions I enter at purple belt because I have a purple belt and time spent on the mat with the gi confirms that that's where I belong.
To me, my level in the gi and out of it are very different. My instructor thinks the disparity in my ability is hilarious. Transversely I also train with a brown belt who just recently started doing no gi tournaments. He isn't the greatest brown belt in the world but he's okay, yet he gets tooled in novice no gi divisions. Ideally your belt rank should transfer no matter what you wear, but frankly it doesn't. That's why I like the fact that in no gi you don't need to wear a rank. Why the hell do people have to know what rank I am anyway? Roll with me and you will figure it out in 7 minutes.
