Kick faster. Work on kicking as fast as you can with technique and power still on the bag. Your muscles will develop so that your body recognizes the need to kick fast, so it adapts, and you kick faster.

like he said, kick light on the bag but extremely fast.

but the mother of all speed training is constant repitition. In the beginning i would throw roundkicks and front kicks for 2 hours a day 5 days a week in highschool...... im not saying you need to go that extreme but constant repitition, several hours a week. It will take time.

and to help that out even more do proper weight training, plyometrics and sprints. Thats all the answers for you.

when hitting the bag, focus on kicking speed, rather than force.

It's all about repetition. Also try sprinting, it gets your legs moving fast and those muscles wil get stonger alowing you to kick faster.

Do a lot of core work (abs). Strengthening your core will make your kicks faster. But also repetition, of course.

That's the best advice, by far in this thread. Also, I would strongly advise against wearing ankle weights while kicking: it could'nt be good for your joints, especially knees.
