Frye's popularity far exceeds his in ring/cage achievements. I like him a lot too, but he's not all time great.

Save the Hall of Fame for the best of the best. Frye doesn't qualify for that guys, sorry.

Rutten (UFC, Pancrase champ)
Sakuraba
Hughes
Liddell
Henderson

Those are 5 guys all well past their prime who all deserve to be in the Hall without question.
