You should have went down there and beat their dumb asses if they dont shut the fuck up. I had 2 Mexicans kids that thought they were thugs and I walked out of my apartment with an expandable baton and said either you shut the radio off or I will fucking beat your skull in until you die. They turned the volume down right away. They moved out last month, thank god. Their "step dad" was like 5'6", so he wasn't gonna step to my ass. Overall I did it for the lulz. And my peace.
