Usain took it easy while setting his mark of 9.69 in the 100 but he is going to have to work to get close to 19.32, his personal best in the 200 so far is 19.67.

One gets a running start for the second part of the race, instead of accelerating from 0. So your contention that no one's run 9.66 with a running start is false obviously.
