Paraphrases are pretty much meaningless. Get some quotes, then it gets some substance to it.

I mean "warrantless searches"? My God, to imagine that a counterinsurgency military effort might be conducted in a foreign nation WITHOUT A WARRANT for each search! Unimaginable! And bribery, in the context of a foreign counterinsurgency special forces operation? UNTHINKABLE! Shit, you can't even go grocery shopping in the Middle East without bribing people.

If the manual says things like "hire terrorists and run false flag operations," then great, quote that. But otherwise it just sounds like aggressive paraphrasing ... x "really means" y, etc.
