Would it be right for an American- Chinese to play the role of Balrog, a black boxer ? No. But they do have more in common than this Taboo guy and Vega. Double-standards at it's best.
The actor doesn't have to be Spanish at all, but he would have to resemble Vega. There are alot of white actors in America that fit perfectly.

So? Most people in Spain have dark features more similar to the Indian guy than with the blonde-haired drawing.
Plus in the original SF Vega had dark hair, it wasn't until one of the later ones that he was portrayed as a blonde.
