I believe that there are some people, namely priests and such, that would be ok with it because the person that stole it likely needs it over the person that it was stolen from. Ya, I believe that there are people who think that way.
Family situations as well could be seen as being okay if a family member steals from you. I know people personally that wouldn't think worse of them.
