Yep, them to the right and you to the left in a kind of clockwise motion for the right handed one, and as they react the other way launch it. Pull hard on the right hand, the more aggressively you pull em to the right the harder they'll resist the other way as they'll feel an attack coming, and thats when you launch it.
Inoue doesnt always do the static one he got famous for, the 2000 final one against Gill is one he doesnt do that often, but even then it wasnt a full on straight one. He was getting Gill to react to Gill's right by twitching the o-uchi constantly and then he second guessed him and boom, got a slight reaction to the right and launchedit, so it looks like he nailed a static but he got some reaction to set it up. Jeon was one dude who could launch a crazy strong static one. Dont know who it was against but in his instructional he ippons some dude who was crouched so far down that an uchimata looked impossible, but the kazushi was so strong and high that he nailed it.
