Considering the civilian use of what originally was military technology, like the internet, Wireless networks and GPS, not mentioning keeping us safe all these years, I'd say 5% is money well spent.
As for the Greentech, I agree that it could be the next big thing and market demand is what's going to make it so. Previously it was the internet and some had hopes on Biotech (with didn't take off). I disagree that it's the only thing that can "save" the US economy.
