It is in Egypt's interest to have peace between Israel and the Palis; they aren't doing it out of the goodness of their hearts. They don't want Hamas on their border, which is in line with Mubarak's attempts to ban the Muslim Brotherhood.
Hamas' truce offer did not include anything about Hamas accepting Israel's right to exist; why would Israel accept those terms? If Hamas were serious, they would offer Israel full normalization of relations, permanent truce, full acceptance of Israel's right to exist, etc if Israel pulled out of the WB.
Also the Arab world's offer of full normalization of rights with Israel includes a clause giving the Pali refugees the right to return, which would basically make Israel an Arab state and destroy its character as the Jewish state. That is never going to be accepted by Israel.
