Dictionary definition propaganda doesn't have a positive or a negative connotation. Its just information put out by any source, for or against an issue.
But, since information put out by the state or special interest is seldom unbiased the dictionary definition is far from the literal meaning. Propaganda is information used to persuade a target audience into perceiving reality in such a way as to benefit yourself.
