I had a family member who worked for the networking company that has the contract with LAUSD and they told me that they were often told to come back to a school that they had completed wiring up and tear everything out and redo it.
I'm not talking about copper wire here, this is all

They do this because Government uses incremental budgeting instead of zero-based budgeting, which means whatever is spent the previous year is the basis for setting the next year's budget. Therefore, if you have any appropriations at years end, you spend that shit all up in order to have a higher budget next year.
