My definition would be the necessity to have outside sources supplying our oil. If we were to completely cut off the importation of oil, we may be ok for a bit, but our country would soon come to a stand still. I would like the ability to tell every OPEC nation to fuck off if we wanted to, and not suffer any major negative impact.
