They just can't MAKE you buy more, but they can tell you to get lost altogether.
VISA's policy is very clear that a retailer/business accepting VISA payments can at anytime refuse payment. So if some guy tries to pay 1 cent for something using his VISA card, the retailer can refuse the payment and basically tell him no.

There's always some law that makes the law protecting the consumer obsolete.
