The U.S. can, and does, go to war without "declaring war." (Remember Korea? Vietnam?) Initially the U.S., from behind the scenes, would supply everything that Israel needs to stomp the Iranians. Then as the situation escalates, the U.S. Air Force would simply take out every major installation and critical infrastructure in that country. All the while Congress can be wringing their hands, disavowing the Executive branch's actions, and covering their political asses.
