He gave Forrest a comeback fight that would have been hard for him to lose in Ramirez.

In this case, they're using Forrest's popularity among casual fans to jumpstart Shogun's MMA career in the US market. What better UFC debut is there for him but a fight he should win against a popular/known fighter? Makes all the sense in the world from a business/marketing angle. I think they recognize Forrest isn't top-shelf. He is what he is, a serviceable/well-rounded LHW who comes to fight, is popular with fans, but probably won't get any higher than top 9-10 in the world if he even gets there.

Even though Griffin is no push-over, this is a showcase fight for Shogun in every sense.
