Interesting question...why are firearms legal in most/all states, but brass knuckles aren't? I believe the reason is that firearms can be used for "sport" ie- hunting foul, elk, random buttocks, etc....Whereas brass knuckles have no sportive objective, unless you're prone to whooping some foul's ass for a nice chicken dinner. Even then...the aspca would be on your ass for cruel and unusua (except you great one strike knockout artists of course).
In terms of the constitution, the state overrides the federal....in most cases it's due to federal pressure of monitary witholdings that states concede to federal will, but the state does have the right to dictate the laws within it's own boundaries. As it relates to weapons though...the federal govmt doesn't really care , as long as it's not a gun. Thus the states regulate "numchucks" and sai's, and everything else.
