If you are too poor to attend, you get financial aid. I got $20k in aid and government loans. I didn't work and neither did my wife. Plus we have a baby. I also was eligible to borrow tens of thousands each year privately, but that wasn't even needed. The money is available to fund education to anyone that will take it.

Even if you don't work, don't get grants, and borrow a large amount and go into debt $80,000, due to the salary gap between high school and college graduates, it more than pays for itself in only a few years.
