Why not just stick a barcode on everyone, while at it might as well get rid of the Bill of Rights too.
Anyone watched the based on true events movie 'In the Name of the Father' about how the Brits framed innocent Irish guys of being terrorists.Faulty positive tests for explosives that resulted from soap, was used to convict them.

Like any real life event adapted for big screen it does have its criticims, but overall a great movie
