If you can try it before you buy it.
The weight depends on what you want to use the vest for. If your going for strength and power the heavier the better. If your going for speed and conditioning the lighter the better.
From the look of the design I think the vest is going to chaffe and irratate your neck a lot. Again, you won't know till you try it on.
