I hear you. If you continue to do well the belts will fly by. There are 7 in judo including white/black so... No rush tho, getting great basics saves plenty of time down the road.
You can compete anytime you like as long as you are registered.
Regarding the weight, since you are new, I would just continue to focus on your tech and train well and fight at whatever weight you land unless you are just a few pounds over. You should ask your coach tho. He will give you the best advice and if he is involved with your comps he may have ideas for you. Later down the road, as you get more advanced and get to know more comp, you will find a weight that you would like to fight at, or more accurately, WHO you DON'T want to fight.
