Ok I dont know the name of this movie and I saw it a long time ago. It was from the early or mid 90s I would guess. The bad guy is a white dude with dark hair and it is sort of a wavy mullet (very early 90s) He constantly kidnapps women and tortures them and I think he hooks them on a hook or something.

The cool thing about this movie is that there is a dude and a chick (cops i think) who are trying to stop him, and it seems like everyone in the town knows martial arts. At the end of the movie they confront the guy in his secret wherehouse and save some woman right before he kills her. The guy ends up getting caught by a huge hook hanging from the celing right in the eye! and they pull it up and he is haning from his eye socket at the end
