if there was more care taken in the bombings of southern Lebanon, ie. fewer civilians killed but the same reaction taken to try push out Hizbollah from the southern Lebanese border?

Personally I would, mainly because the Lebanese government had enough time to take care of this issue in the past but didn't seem to care/do anything, hence Hizbollah would have been fighting with Israel on the border for an indefinite period of time.
