Buckley was just being honest and analyzing Bush's individual strengths and weaknesses of perfomance like they are/were.
He is not endorsing liberal ideology, or switching sides. This so called interview puts seeming statements in his mouth (the assertive parts, given by the interview's "narrator" i.e. : Buckley finds himself parting ways with President Bush, whom he praises as a decisive leader but admonishes for having strayed from true conservative principles in his foreign policy. Notice Buckley never says such things himself )
I could do the same hack job (if I was sleazy enough, and a journalist) making it look like Moore was jumping ship for not supporting Kerry (*he supported Dean) by cutting quotes out of context, filling in the crucial (self-made) blanks
